INVITATION TO BID FOR INTERNATIONAL INVESTORS

Under the authority of the Government of South Sudan (GoSS), and the direct involvement of the Ministry of Energy & Mining (MEM) – GoSS (Juba), the "Akon Oil Rerfinery Company Ltd." (ARC), a Joint Venture Company formed by Nile Petroleum Corporation (NILEPET) as commercial arm of MEM-GoSS and Eyat Oilfield Services Co. Ltd. (EOS), intends to select potential International Investor(s) for the “Realization of a Grass-Root 50,000 BPSD Oil Refinery in Southern Sudan” (the Project), for which the total cost is expected to be in the range of 1.8 billion US$, and for such purpose is publishing an Invitation To Bid (ITB) N. P1416/01.

A Feasibility Study had been carried out in 2009 by ARC’s Engineering Consultant for the Project, that is “APS Engineering Company Roma S.p.A.” (APS) and approved by the Council of Ministry of GoSS; APS had also been appointed to be the "Consultancy Engineering Company" of ARC for the purpose of the implementation of the present Tender N. P1416/01 and the whole implementation of the Project

International Investors who can bid are proprietorship Firms, Memberships, Registered Companies (Public or Private) or Joint Venture between any foregoing entities.

Interested eligible Bidders, which may obtain further information about the Project from ARC web-site www.akonrefinery.com, are solicited to express their intention to Bid and purchase a copy of the Tender Documents, by submitting an "Expression of Interest to Bid" (EIB) whether by mail, fax or electronic e-mail, to be sent to the following address:

The EIB shall be submitted from May the 15th, 2010, and shall include evidence of payment of a non-refundable fee of 2,000 US$, to be provided by Bank transfer, clearly stating " Purchasing Fee of Tender N. P1416/01 for Akon Refinery Project", as follows:

The EIB from prospective Bidders shall be accepted until June the 15th, 2010, and after such date any late EIB may not be taken into consideration.

At the receipt of the EIB and above Fee, APS shall provide to Bidder:

Beneficiary:	APS Engineering Company Roma S.p.A.
1)	Login and password of APS’s FTPServer to download the whole Tender Documents; and
2)	Mailing by International Courier the Tender Documents in Electronic Format (e.g. CD/DVD).

The Proposals shall be submitted according to the Terms and Modalities described in the Tender Documents within the 16th of July, 2010, at the addresses specified above.

Late Proposals might not be taken into consideration.

Bidders shall bear the cost incurred in preparation and submission of the EIB and subsequent Proposal to ARC, and therefore, ARC shall not in any way be responsible for the costs incurred by the Bidders.
